The City of Chula Vista Civic Center Complex will consolidate city administrative functions into three buildings on the main campus. All three facilities were designed concurrently, but are under construction in three phases to ensure continuous operations of City functions.

Phase One consisted of the demolition of the existing City Hall and the construction of a new City Hall facility to consolidate the offices of the Mayor, City Manager, City Council and various administrative functions. The focal point of the new facility is the 166-seat City Council Chambers. Phase Two involves the complete renovation of the existing Public Services building.

Phase Three will convert the vacated police headquarters into offices for Human Resources, MIS and additional City administrative functions, as well as incorporate a public gathering space internal to a newly formed two-story atrium centerpiece. The site for the Civic Center Complex is being completely redeveloped with new vehicular and pedestrian circulation, public plazas and water features.
